Preparing Scouts for a Changing World
Themed ‘Prepared - For a Changing World’, the 2nd World Scout Education Congress gathered Scout leaders from 98 National Scout Organizations from all World Scouting Regions at the Kandersteg International Scout Centre in Switzerland.
From 11-15 May 2017, the Congress provided a platform for over 200 participants working in the areas of Youth Programme and Adults in Scouting to share their experiences, assess Scouting’s relevance and point a common direction for its development.

Throughout the Congress, participants identified the key trends that are impacting the Movement and its members, and proposed ways Scouting can respond globally, nationally and locally to keep the Movement relevant and attractive to young people.
The five key global trends that emerged are
- the increasing non-formalisation of formal education
- shifting demographics and an ageing world population
- migration, mobility and urbanisation
- the virtual world and the increase in prominence of digital natives
- globalisation and the emergence of a global culture
