The Third Congress of Russian Association of Scauts/Navigators

On April, 15-16th the Third Congress of RASN took place; it consisted of two parts: the first one was The Youth Forum of RAS/N, the second was the Congress of RAS/N.
On April, 15th, 2011 at 16.00 at Congress centre «Izmailovo» in a conference hall "Uglich" the First Youth Forum of RAS/N was opened. 27 delegates at the age from 18 till 27 years were sent to Forum from regional departments. 20 adult members of RAS/N were present as observers.
The Secretary General of WOSM Luc Panissod, the Director of Eurasia Regional office Iurie Emilian and Chief executive of RAS/N Andrey Emelin made a speech.
The delegates discussed programs of youth projects of RAS/N and have put forward proposals on development strategy of RAS/N as a whole. All these proposals were included in the Resolution of The Youth Forum of RAS/N. Also the elections of Committee of youth councilors of RAS/N took place.
April 16, 2011 at 10 am at the Congress Center Izmailovo in the conference hall "Vladimir" the Third Congress of RAS/N was opened. Chairman of the Credentials Committee, Igor Fedorov (Moscow) reported that the Executive Committee of the RAS/N during the preparation for the Congress received 30 minutes of the regional conferences. According to the protocols 43 delegates including 30 delegates with decisive vote were elected. Thus, under the legislation of the Russian Federation on the all-Russian organizations and the RAS/N Charter, Congress RAS/N can be considered legitimate. RAS/N has the quorum.
As guests from WOSM, the Secretary General of WOSM Luc Panissod (Geneva), Eurasia Regional officeIurie Emilian (Kiev) and a member of the Scout Committee of the Eurasia region Andrei Chesnokov(Kiev) were presented at congress and addressed the meeting with welcoming speech. They talked about the current situation in the World Scout Movement, their vision of the tasks given the region Eurasia and the National Scout Organization of Russia.
In an open vote by a wide margin the new President of the RAS/N was elected as acting Executive Director of the RAS/N Andrei Emelin (Moscow).
After a coffee-break, Congress heard the Chairman of the youth counselors RAS/N Alexander Timakin (St. Petersburg). He read a resolution of the First Youth Forum RAS/N. Resolution and all suggestions from Youth Forum to Congress were adopted unanimously. As a result, the structure of working bodies of the RAS/N appeared Committee youth counselors and the Commission on progress in the problem which would include efforts to promote the ideas of scouting in the media, the Internet (especially in social networks) to develop promotional materials and coordination of public relations. Since the main directions of work on the concept of unification with other scout organizations were supported by many speakers at the congress, it was decided to establish a commission to the unification and select its Chairman Anatoly Ermolin.
Then, the elections of the Executive Committee of the RAS/N took place. President of the RAS/N Andrei Emelin invited to elect a mixed composition of the Executive Committee, which along with representatives from the federal district could enter the responsible experts in specific areas of work.
Congress agreed with the proposal of the President of RAS/N, and voted for the proposed composition of the Executive Committee list.
In the final part of the Congress was given the representatives of other scouting organizations attending the Congress. Presentations were made by the Coordinator NORS-R Sergey Vozdvyzhensky (Petrozavodsk), the Secretary-General NOSD Vladimir Druzhinin (Moscow) and a representative of ORYR Yuri Smirnov (Voronezh).
At the congress were a large number of guests and observers besides the elected delegates. Furthermore, the direct transmission from the Forum and the Congress was conducted online at WWW.RASN.ORG provided by Maksim Baborykin (Moscow) and Evgeny Serdyukov (Voronezh). Just live broadcast was on TWITTER heshteg # rasn. Broadcast led Vladimir Denisov (Moscow). Thus, the work of the Congress could monitor a large number of members of the RAS/N and observers, who could not come to the Congress. Also, Maria Mutskevich (Moscow) was established video of all meetings of the Forum and the Congress, on the basis of which create a full-fledged documentary about the Third Congress of the RAS/N.
