World Scouting’s Youth Representatives are young leaders from across the Movement who bring the voices, ideas, and experiences of Scouts into global and regional advocacy spaces. Through their work, they help World Scouting engage on issues that matter to young people, contribute to policy discussions, and strengthen meaningful youth participation in decision-making.

Adam Peach Education and youth skills Scouts Canada Adam is a youth leader from Canada with extensive experience in Scouting at both national and international levels. He contributes to initiatives focused on youth engagement, partnerships, and strategic development. Alongside his studies in business administration, Adam is actively involved in fundraising, community outreach, and leadership development.
Ahmed Alsadeq Youth, peace, and security Palestinian Scout Association Ahmed is a youth leader and electrical engineer from Palestine, with over a decade of active involvement in Scouting and community development. He serves as Deputy Leader of the Scouts and Guides of Jabal An-Nar Club and as Rapporteur of the Training Committee at the Nablus Governorate Scout Commission. Through these roles, he has contributed to leading and implementing educational, environmental, and social initiatives aimed at empowering youth, strengthening community engagement, and supporting sustainable development. Within Scouting, Ahmed has represented Palestine at regional gatherings in Jordan and Tunisia, where he engaged in intercultural exchange, collaboration, and youth advocacy. Beyond Scouting, he is a member of the Youth Advisory Panel in Palestine, contributing to youth policy dialogue and peacebuilding initiatives. He is also involved in developing a national Youth, Peace and Security coalition in partnership with key stakeholders to enhance structured youth participation in decision-making processes.
Anca-Ana Sampetrean Diversity, equity, and inclusion Romania, National Organisation of Romanian Scouts Anca is a Scout leader from Romania with more than a decade of experience supporting youth development and non-formal education. With a background in law, she contributes to national initiatives to expand educational opportunities for vulnerable communities and strengthen youth participation. She has represented young people in national and international forums and is committed to promoting dialogue, inclusion, and meaningful engagement within and beyond Scouting.
André Noël Mendy Education and youth skills Confédération Sénégalaise du Scoutisme André Noël, a technological solutions engineer based in Dakar, Senegal, specialises in the Internet of Things, artificial intelligence, and digital ecosystems designed for social impact. In Scouting, he serves as the Deputy International Commissioner for Scouts of Senegal. A passionate advocate of the Sustainable Development Goals (SDGs), he coordinates the national Scout4SDGs programme and contributes to global initiatives as a Triennial Plan volunteer. He is also an accomplished musician and choir director, known for managing large-scale cultural events.
Begad Elsamadesy Youth, peace, and security Egyptian Federation for Scouts and Girl Guides Begad is a professional Industrial and supply chain engineer specialising in marine technical operations. Outside of his professional life, he serves as the Deputy National Coordinator for Governmental Relations at the Egyptian Federation for Scouts and Girl Guides and is a board member of the Sporting Sea Scouts Group. Passionate about non-formal education, Begad has dedicated the past six years to developing and implementing engagement programmes for diverse youth demographics.
Chouaib Nabil Djebar Environment and Sustainability Algerian Muslim Scouts Chouaib is a youth leader and master’s student in biodiversity from Algeria. A Scout since 2012, he leads and mentors young people through educational, environmental, and community-based initiatives. He is also the president of a university science club focused on the environment and biology, where he organises events and fosters partnerships that promote awareness of sustainability. Chouaib is also the founder of an eco-initiative that encourages sustainable practices through education and innovation. He has represented Algerian youth in regional and international forums and has received awards for projects related to environmental sustainability and artificial intelligence.
David Yen-Cheng Lai Youth, peace, and security The General Association of the Scouts of China David is a youth leader and policy advocate who currently serves as Chairperson of the Asia-Pacific Regional Youth Representatives and as a member of the Board of the Scouts of China. He has contributed to youth representation and decision-making within World Scouting, focusing on facilitating dialogue, engaging in policy, and fostering youth leadership. David is pursuing a master's degree in political science and international relations at National Taiwan University, specialising in peace studies and international organisations.
Emmanuella Seidu Diversity, equity, and inclusion Ghana Scout Association Emmanuella is a sociologist and youth leader from Ghana. She represented her National Scout Organization as a delegate at the 43rd World Scout Conference and served as Head of Delegation for the 19th Africa Scout Conference. She is an advocate for gender equality, peacebuilding, and humanitarian action, with a strong commitment to advancing the SDGs through inclusive youth leadership and global engagement.
Essosinam Mouzou Diversity, equity, and inclusion Association Scoute du Togo Essosinam is a social development professional with extensive experience in managing and coordinating community-focused programmes in Togo. A dedicated Scout leader, he currently serves as the national commissioner for both the Safe from Harm policy and for Community Development and Youth Self-Employment, leading initiatives that promote youth empowerment, safeguarding, and socio-economic inclusion. Alongside his work in civil society and development organisations, he is committed to designing sustainable, people-centred solutions that strengthen communities and create opportunities for young people.

Ilka Essig Regional coordinator Ring deutscher Pfadfinder*innenverbände Ilka is a youth advocate, Scout leader, and master's student in peace and conflict studies at the University of Innsbruck. She currently serves as Co-Lead of the European Youth Representatives within Scouting and has held leadership roles in national and international Scout organisations, with a focus on advocacy, partnerships, and youth engagement. From 2023 to 2024, she represented young people in Germany as a UN Youth Delegate, contributing to international policy discussions and multilateral processes.
Innocent Tadiwanashe Mudzingwa Education and youth skills The Scout Association of Zimbabwe Innocent is a youth leader, digital skills facilitator, and community development practitioner from Zimbabwe. He serves as the National Scout Youth Forum Chairperson, promoting youth leadership, active citizenship, and meaningful participation in decision-making. A Scout since 2017, he has contributed to various provincial and national initiatives, including organising and facilitating digital Scouting camps that combine technology with traditional Scouting skills. Outside Scouting, Innocent is an executive manager at Digital Skills for Africa Youth Initiative, where he leads programmes that equip young people with practical digital and entrepreneurial skills.
Isaura Rodríguez Calderón Environment and sustainability Asociación de Scouts de México, A.C. Isaura is a communication professional, Scout leader, and advocate for environmental education and conservation. With a background in communication, digital strategy, and storytelling, she develops campaigns and educational initiatives that connect communities with environmental and social issues. She is committed to advancing youth leadership, sustainability, and meaningful participation.

She is committed to continuous learning, international collaboration, and contributing to the growth and development of the Scout Movement.
Kristýna Jelínková Regional coordinator Czech Scouts Kristýna is a Scout leader and a youth advocate from Czechia with experience in international policy and youth representation. She currently serves as International Commissioner of Junák – Czech Scouting and as Co-Lead of the Youth Representatives of World Scouting in Europe, supporting youth engagement and international cooperation across the region. Professionally, she works at the intersection of cybersecurity and artificial intelligence, building on experience with institutions including the Council of Europe, the European Commission, and the European Parliament. She holds a master's degree in security studies.
Luciana Baquerizo Diversity, equity, and inclusion Asociación de Scouts del Perú Luciana is a Scout leader with ten years of experience in the Scout Movement and currently serves as an Adult Volunteer supporting Cub Scouts. She has participated in a range of national and international Scout events, including the World Scout Jamboree, JamCam, and Interamerica Leadership Training, while also contributing to initiatives aligned with the SDGs. Alongside her volunteer leadership, she studies business administration and Mandarin and is passionate about youth development, international cooperation, and community engagement.
Maleo Stanley Lameck Environment and Sustainability Tanzania Scout Association Maleo is a youth leader from Tanzania. She holds a bachelor’s degree in international relations and diplomacy from the Centre for Foreign Relations in Dar Es Salaam. At the Tanzania Scout Association, Maleo serves as the Secretary of the National Safe From Harm Committee and actively contributes to youth leadership at district and regional levels. Beyond Scouting, Maleo is a passionate social impact advocate and founder of the HEIMO Female initiative, which focuses on menstrual hygiene education and support for young girls, and is committed to advancing youth empowerment, gender equality and sustainable development.
Maria Marques Antunes de Almeida Youth, peace, and security Associação dos Escuteiros de Angola Maria has been involved in Scouting since the age of eight, building a strong foundation in leadership, service, and community engagement. Maria has held several leadership roles in Scouting, including Patrol Leader, Clan Moderator, and Team Leader. She also serves as President of the Youth Forum Committee at the local level, contributing to strengthening youth participation and representation. Beyond Scouting, she is a computer engineering student, combining her academic journey with a strong commitment to social impact. She has participated in volunteer initiatives through the Salesian Missionary Volunteer programme, supporting community development projects. Fluent in Portuguese and English, she is passionate about promoting inclusive spaces where young people actively shape decisions.

A tech enthusiast and coder, he enjoys developing practical solutions for web applications and machine learning models, with a focus on real-world impact. He is actively involved in Scouting as a youth leader and advocate, contributing to leadership development, youth engagement, and national initiatives. Miriam Egger SDGs and global frameworks Pfadfinder und Pfadfinderinnen Österreich Miriam is a democracy and education activist from Austria with more than two decades of involvement in Scouting. They are a co-founder of Palumba, a youth movement promoting democratic participation across Europe, and previously served as Austria's United Nations Youth Delegate. Currently pursuing master's degrees in business education and peace and conflict studies, Miriam combines academic research with practical experience in civic engagement, education, and youth participation.
Musafiri Rashidi Desire SDGs and global frameworks Fédération des Scouts de la République démocratique du Congo Désiré is an urban planner based in Kinshasa, Democratic Republic of the Congo. He serves as the Provincial Commissioner for Partnerships at the Scouts Association of Kinshasa, where he works to strengthen Scouting’s visibility and growth through innovative strategies. He is also involved in several youth and leadership initiatives, notably with JA Africa, YMCA-YWCA DRC, and UNICEF DRC’s U-Report programme, where he contributes to youth mobilisation, digital communication, and civic engagement. He speaks French and Swahili and has a working knowledge of English.
Noah Kramer Health and human rights Pfadfinder und Pfadfinderinnen Österreichs Noah is a communications professional, youth advocate, and Scout leader with extensive experience in public affairs, policy engagement, and international cooperation. He has represented World Scouting on the Advisory Council on Youth of the Council of Europe, contributing to youth policy development and inclusive governance. His work focuses on strengthening meaningful youth participation and promoting dialogue between civil society and institutional stakeholders.
Noor Ali Al Musallam SDGs and global frameworks United Arab Emirates Scouts Association Noor is an active member of the UAE Scout Youth Council, where she has represented youth perspectives and engaged with stakeholders in community and youth-focused initiatives. Within Scouting, Noor has participated in national and regional activities, including the 6th Arab Scout Forum, strengthening her leadership, communication, and teamwork skills, and deepening her commitment to Scouting. She has also volunteered outside of Scouting and honed her communication and public speaking skills through media training and national competitions. Noor is committed to promoting meaningful youth participation and creating inclusive and supportive environments where young people are empowered to speak, lead, and take action.

He has held leadership roles at local, regional, and national levels within Scouting, supporting youth participation and strategic planning processes. Passionate about climate action, entrepreneurship, and youth empowerment, he works to connect young people with opportunities to contribute to the SDGs.
Rihab Benhamed Education and youth skills Les Scouts Tunisiens Rihab is a Scout leader from Lebanon with a background in English, media, and journalism. She currently serves as the youngest member of the Supreme Council of Les Scouts Tunisiens and is actively involved in initiatives that promote youth leadership and community engagement. With professional experience in project management and coordination, she supports the development of impactful, youth-led initiatives and advocates for meaningful participation in decision-making processes.
Sean Patnubay Diversity, equity, and inclusion Boy Scouts of the Philippines Sean is a law student at Ateneo de Manila University and an Eagle Scout from the Philippines with extensive experience in youth leadership and advocacy. She has represented Scouting at regional and global forums, including as Presiding Officer of the 27th Asia-Pacific Regional Scout Conference and, currently, as Asia-Pacific Youth Representative within World Scouting's Global Youth Representation System. Beyond Scouting, she has received recognition for her achievements in legal advocacy, public speaking, and problem-solving competitions, reflecting her strong interest in leadership, governance, and social impact.
Sigurd Seindal Krabbe Environment and sustainability Danish Scout Committee Sigurd is a Danish Scout and climate advocate with experience in youth participation, sustainability, and international cooperation. He previously served as Denmark's UN Youth Delegate for Climate and Environment and was a member of the Danish Youth Climate Council, representing young people in national and international policy processes. Currently studying political science, he works as Country Coordinator for the European Climate Pact and is passionate about strengthening youth organisations and environmental action.
Siri Ankarfors SDGs and global frameworks Scouterna Siri from Sweden has broad experience in youth representation, environmental policy, development, sustainability, and international cooperation. She has represented the Swedish youth movement in national and international processes, including as Sweden's youth delegate to the UN Climate Change Conference (COP29). Currently studying development studies at Lund University, Siri is passionate about youth participation, sustainable development, and strengthening young people's role in decision-making.
Sultan Ali AlBakiri SDGs and global frameworks Saudi Arabian Scouts Association Sultan is a media student at Imam Mohammad Ibn Saud Islamic University and an active Scout leader. With experience in youth leadership, project coordination, safeguarding, and international engagement, he is committed to empowering young people and creating opportunities for sustainable development. He currently contributes to national and regional Safe from Harm committees and serves in coordination roles, including as National Youth Coordinator and National Coordinator for JOTA-JOTI. Passionate about social innovation and strategic volunteering, Sultan works to connect youth potential with meaningful leadership and impact across the Arab region.

She has experience supporting communication and marketing initiatives for youth networks and non-governmental organisations, particularly in the areas of mental health, community engagement, and social impact. Through her work and volunteer leadership, she promotes inclusive environments that empower young people to participate actively in their communities.
Victoria Di Leva SDGs and global frameworks Scouts de Argentina Victoria is a law student at the University of Buenos Aires and a youth advocate committed to human rights, sustainable development, and meaningful youth participation. Within Scouting, she supports initiatives that strengthen youth engagement in regional and global decision-making processes. Through her work in Scouts de Argentina and her wider community involvement, she promotes leadership development and active citizenship among young people.
Yara Matar Health and human rights Lebanese Scouting Federation Yara is a medical student with a background in biology and public health, bringing together expertise in health, leadership, and community engagement. Her experience spans a range of youth and service organisations, including AIESEC, Rotaract, the Lebanese Red Cross, and the International Federation of Medical Students’ Associations, where she currently serves as Local Director at the University of Balamand. A dedicated Scout leader, she spent two years as Group Leader of Scouts de l’Indépendance, Mar Elias Ghazir, further strengthening her commitment to youth development and service. She is fluent in Arabic and English, with knowledge of French and Italian.
