Egypt launches youth strategy, showcasing Scouts’ readiness, growth, and rising impact

To mark the celebration of International Youth Day, the Government of Egypt on 12 August 2025 launched the National Youth and Sports Strategy 2025–2032, with the Scout Movement present as a principal partner in shaping the country’s vision for its young people.
Building on the momentum of hosting last year’s successful 43rd World Scout Conference in Cairo, the state reinforced its recognition of Scouting as a key driver of non-formal education and youth empowerment. This renewed partnership includes an ambitious target to expand the Egyptian Scout Movement to 4 million members, ensuring that more young people gain access to transformative, skills-based learning opportunities.

said David Berg, Secretary General of World Scouting, in a recorded video.
The launch, attended in person by the Arab Scout region’s Director, and the Egyptian Federation for Scouts and Girl Guides Federation held under the patronage of Prime Minister Dr. Mostafa Madbouly and supervised by Minister of Youth and Sports Dr. Ashraf Sobhy, brought together senior ministers, United Nations representatives, including its Secretary-General’s Special Envoy, and the Cabinet’s Decision Support Center. The programme featured thematic sessions on the strategy’s core pillars and on translating strategic plans into measurable impact through collaboration with development and community stakeholders.
