25th European Scout Conference charts a future for peace, safeguarding, volunteering, and youth leadership

From 19 to 23 July 2025, over 500 Scouts and Guides leaders gathered in Vienna, Austria, for the 25th European Scout Conference. Held alongside the 18th European Guide and Scout Conference, the event brought together National Scout Organizations from across the continent to reflect, plan, and celebrate the future of Scouting and Guiding in Europe.

The Conference opened with a powerful keynote by Rares Voicu, President of the European Youth Forum, who challenged participants to think boldly about the role of Scouting in a changing world. Throughout the week, delegates engaged in high-level dialogue and practical workshops, exchanging with representatives from partner organisations including the Lifelong Learning Platform, the Advisory Council on Youth of the Council of Europe, and the Climate Action Accelerator. Their contributions helped anchor Scouting’s regional strategy within a broader youth and sustainability agenda.

A major highlight of the European Scout Conference was the adoption of the new European Regional Scout Plan 2025–2028, focused on education, safeguarding, and volunteering. Delegates also passed key resolutions affirming the Region’s commitment to peace education, environmental sustainability, and joint work with the Europe Region WAGGGS. These decisions will guide efforts to strengthen youth leadership, promote inclusive learning, and advance collaboration through initiatives like the Joint Action Plan and Azimuth.

The Conference also brought exciting announcements about the future of European Scouting events. Switzerland was confirmed as the host of Roverway 2028, promising an unforgettable experience for young people across the continent. Meanwhile, Italy was selected to host the 26th European Scout Conference, where the next generation of decisions will shape the Movement's direction.

Six new members were elected to the European Scout Committee, with Diana Slabu (Romania) appointed Chairperson and José Pamplona (Portugal) as Vice-chairperson. The Conference also honoured Christos Hatzidiamandis with the Bronze Wolf Award for his exceptional service to World Scouting.

Cultural celebrations, learning exchanges, and joint sessions with WAGGGS added to the spirit of unity and collaboration. As the Conference came to a close, participants reaffirmed their commitment to building a stronger, more inclusive future for Scouting across Europe.
