Agora 2026 empowers young people through Peace Education in Italy

From April 14 to 19, 2026, Verona became a vibrant meeting ground for 40 young Rovers from 27 countries across the European Scout Region. The Agora, an event for Rovers, by Rovers, brought together young people aged 16 to 24, empowering them to grow as active citizens and changemakers in their communities. Hosted by CNGEI (Associazione Scout Laica) and AGESCI (Associazione Guide e Scouts Cattolici Italiani), this year’s edition focused on peace education and hands-on engagement.

But what exactly are “Rovers”? Within Scouting, Rovers are young adults at a stage where they begin to take greater responsibility for the world around them. Through Scouting's broader work, young people are supported in developing life skills and a strong sense of social responsibility. The aim is to help them become active members of society who can contribute positively to their communities.

During the week in Verona, participants explored what peace really means in today’s world and how dialogue can help build it. They learned about the 10 principles of dialogue and how to put them into practice through interactive activities, such as the fishbowl exercise. These moments sparked honest discussions about social challenges, allowing participants to share perspectives and understand themselves as they navigate different cultures and rapidly shifting contexts.

Community service was one of the event's highlights. Working side by side, participants contributed to local initiatives like supporting a social garden, spending time with elderly residents in a care home, and collaborating with organisations such as AIAS Cooperative and FEVOSS.

Alongside these experiences, the programme explored how Scouting continues to evolve in its efforts to empower young people. The week also introduced practical tools such as project management. Participants identified challenges in their own communities and worked together to design realistic solutions.

For some, this journey will continue beyond Verona. A number of participants will go on to become facilitators at the Scout and Guide Academy 2026 in Belgium, sharing their knowledge and inspiring others. As they return home, all participants carry with them new friendships and a renewed motivation to play an active role in building a more peaceful and engaged society.

About the Voices of Change project 

The first European event by Rovers for Rovers was organised in 2007, following the Roverway in Italy. It was aptly named Dare to Dream (the theme of Roverway 2006 was "Dare to Share"). In 2023 and 2024, Agora was organised in the framework of Earth Tribe, promoting sustainability and in 2025, on youth empowerment. The focus for 2026 was peace education, supported also by the European Youth Foundation of the Council of Europe.

The 2026 edition is organised under the Voices of Change project, a collaboration between World Scouting and the Erasmus Student Network, with the support of Erasmus+, which aims to amplify the voices of young people at the forefront of civic engagement and peacebuilding. By listening to young people and equipping them with the skills and knowledge to take action, the project aims to empower youth where it matters the most: in shaping the future.
