This policy aims at strengthening and ensuring youth involvement at all levels in the Scout Movement by providing directions for it in the World Organization of the Scout Movement. At the same time it serves as a reference to National Scout Organizations in the development of their national policies, as well as to WOSM Regions for improving their youth involvement practices.
The Basic Principle
Scouting is a Movement of young people, supported by adults; it is not a Movement for young people managed by adults only. Thus, Scouting offers the potential for a learning community of young people and adults, working together in a partnership of enthusiasm and experience.

Ensuring Youth Representational System in decision-making of the unit
- NSO should foster Youth Empowerment and Involvement in decision-making through Youth Programme and Youth Representation at all levels.
- World Scouting should ensure Youth Engagement in all areas of Governance and Execution, and ﬁnd Resources to achieve that.
- Contributing through Scouting education to the development of Active Global Citizens for the community.
- Identify the learning opportunities and beneﬁts toward the society for young people to be the Positive Agents of Change in their communities.
