Dear Hameed Khan
To make this card have certain rules on following link
http://www.scout.org/youcancountonus/about
They say
40 million certificates to 40 million Scouts recognized as leaders of environmental action
You've been given an amazing award. You and 39,999,999 other Scouts in over 220 countries and territories around the world! Well done!
Every time you clean up your neighbourhood, plant a tree, recycle your garbage, help flood victims, provide disaster relief support – you are making a difference to the planet and mankind.
Recognizing the noble actions of Scouts, the Founding President of Green Cross International, Mikhail Gorbachev, and Chair of CAP21 LRC, Corinne Lepage, will be presenting the ‘Youth Leadership Award for the Environment’ to you and every Scout around the world at the Green Cross International Conference for a Green and Inclusive Economy in Geneva on 6 October.
This award indeed reaffirms that the world notices the contributions of Scouts to the environment and humanity.
To celebrate the award, you can download a twibbon for your Facebook and Twitter profiles, as a declaration to the world that you are a Scout.
This award is for you. Continue to show the world that #YouCanCountOnUs to create a better world!
Here you can see what other Scouts have done. Stay tuned for more updates!
and to earn the award you must do following

scouts of my group working on Energy challenge of UN FAO YUNGA to earn this certificate . I also suggested to our cub scouts to work on UN FAO YUNGA Climate Challenge and food security. You may work on those too with your scouts and proudly post your certificate here

Hi Kaddi. Sorry. I hadn’t fully appreciated your question initially. Obviously, I can't speak on behalf of the World Scout Committee, so you would need to ask the Chairman/SG directly if you wanted to know for sure. My understanding is that this was, at least in part, a reaction to the recent passing of legislation regarding homosexuality in Uganda. From my perspective it is disappointing that this has not yet been made clear in introducing the context of the statement as I believe was agreed. The Human Rights Task Force (of which I am a member) provided its advice to WSC at their request on this matter amongst other things. It almost goes without saying, of course, that the matter in Uganda is of course far from the only consideration for Scouting in respect of Human Rights and I think the statement is right to make clear that the stance does not only apply to a specific instance or issue. Our posture and approach in Scouting is as an educational Movement based on clear values and principles, not as a campaigning or advocacy organisation. HRTF has also been working on its report to the World Scout Conference which was also reviewed and accepted at the recent WSC meeting. This proposes developments in our approach to Human Rights Education and suggests strengthening our policy position to make even clearer that WOSM and NSOs should respect the protection of internationally proclaimed human rights and make sure that they are not complicit in human rights abuses. I do hope this helps you. Best wishes, Dan ترجمة
