Draft Resolutions for the World Scout Conference and Youth Forum
Today I am pleased to share an update on the Constitutional Amendments, Draft Resolutions and World Triennial Plan as a key institutional milestone ahead of the virtual 42nd World Scout Conference. In line with the Conference Rules of Procedure, this process aims to facilitate a more inclusive, participatory and streamlined approach to enable Member Organizations to be actively involved in the decisions taken by the Conference.
The Constitutional Amendment, Draft Resolutions and the World Triennial Plan being proposed by the World Scout Committee (WSC) are now available on scoutconference.org for review and input by Member Organizations (MOs). It is worth noting that there were no Constitutional Amendments proposed by MOs.
These Conference proposals are also made available with supporting documents which provide further background information and details about the proposals. All Conference Documents can be accessed at scoutconference.org/documents in WOSM’s official and working languages where available.
MOs are invited to attend the upcoming Q&A and discovery session on 8 May 2021 from 12:00 to 15:00 GMT (see local time) to learn more about the Constitutional Amendments, Draft Resolutions and World Triennial Plan proposed by the WSC. Registration for the session is available through this link, and interpretation of the session will be in WOSM’s working languages.
Delegations can further use the collaboration tools available on the specific web pages for the Conference Proposals to share their feedback and ideas for potential amendments. This is a great way to see what others are thinking and to build connections for formally proposing amendments.
MOs are reminded that the deadline for submitting a Draft Resolution for consideration at the Conference is 25 May 2021 23h59 GMT (Rules of Procedure - Rule 6.1.b).
MOs also have the possibility of making Amendments to the Conference proposals and are encouraged to submit these well in advance to support effective pre-engagement discussions. Exact date and time for Amendments during the Conference will be communicated in advance (Rules of Procedure - Rules 6.3.b and 6.3.c).
