Appointment of proxy for the World Scout Conference
As we draw nearer to the time of the 42nd World Scout Conference being held virtually this August, we are pleased to provide Member Organizations with information about how they may appoint a proxy for their vote if they wish.
As stated in the WOSM Constitution, Chapter IV, Article XI.3:
A Member Organization which is unable to be present at a meeting of the World Scout Conference may vote by proxy given to another Member Organization, but no Member Organization may accept more than one proxy.”
and through Conference Document 2 - Rules of Procedure (Rule 4.e):
“A Member Organization which is unable to be present at the Conference may give its proxy votes to another Member Organization. No Member Organization may accept a proxy from more than one other Member Organization. Any Member Organization giving a proxy shall notify this in writing to the World Scout Bureau before the Opening Session of the Conference, signed by a responsible official of that Member Organization. A Member Organization holding the proxy of another Member Organization may use that proxy only for the purpose of voting on behalf of the absent Member Organization.”
If your Member Organization shall not be present at the Conference and wishes to still use its right to vote, we ask the Official Contact as per the World Scouting Directory to complete the proxy form. The completed form should be sent to firstname.lastname@example.org no later than the opening session of the Conference, which is on 25 August 2021 at 12:00 GMT.
Should you have any further questions regarding the procedure, kindly contact Linda Rainbow, Manager, Knowledge Management at the World Scout Bureau at email@example.com.
Yours in Scouting,
World Organization of the Scout Movement
