Referendum on the modality of the 42nd World Scout Conference and 14th World Scout Youth Forum

As communicated through Circular 36/2020, the World Scout Committee (WSC) requested the World Scout Bureau (WSB) to undertake an in-depth research into the possible modalities to deliver the 42nd World Scout Conference and 14th World Scout Youth Forum (the events) in August 2021.

The research took into account the impact of the pandemic on large-scale international events with a focus on how to ensure the delivery of an engaging and inclusive programme to support the health and well-being of participants, meet constitutional requirements, and reflect valuable feedback received from National Scout Organizations (NSOs).

The WSC carefully considered the research, with a special focus on the feedback received from NSOs, and regrettably concluded that in the current and forecasted circumstances, it is not viable to organise any in-person international events in August 2021. As such, the WSC decided to put forward a motion through referendum to Member Organizations (see Annex 1) to hold both events virtually. Hosting the events virtually will help to ensure that good governance of the World Organization of the Scout Movement can continue.

The WSC recognises that convening these events virtually presents challenges as well as new opportunities, and as such, preliminary work has been undertaken to envisage what the experience might look like, to assist NSOs in their decision making with regard to the referendum. Details of this are provided below and we would encourage NSOs to fully study what is envisioned to get a sense of how we intend to deliver the events, the technologies we may use and how we will seek to support NSOs who may have concerns regarding access to technology and connectivity.

The decision to be taken by Member Organizations through referendum includes the following:

  • Decision to convene virtually as in-person international events are not foreseen to be viable by August 2021,
  • Approval of a revised Conference Rules of Procedure (RoP) adapted to a meeting of a virtual delivery format,
  • Noting the changed dates of the events in order to schedule as much time as possible over weekends to ensure higher participation,
  • Expressing sincere appreciation to the Host, the Egyptian Scout Federation, which has been a strong partner throughout the planning, postponement and research process.

NSOs can gain insights on how the virtual events are envisaged to be delivered virtually by watching this short video describing the participant experience (video subtitled in French, Spanish, Arabic and Russian). Additionally, we have put together an information page on which aims to further inform NSOs about the proposed decision, what is envisioned for delivering the events virtually, and important questions and answers you might have as an NSO.

On behalf of the WSC, we would like to request all International Commissioners, at the earliest opportunity, to bring the proposed referendum to the attention of your National Leadership and subsequently cast your organisation’s ballot by emailing the completed ballot form to Charles Ng, Senior Manager, Constitutions and Legal GRC, World Scout Bureau (, no later than Monday, 15 February 2021, 23h59 GMT.

To further help you in understanding the initial draft agenda structure for the 42nd World Scout Conference, ‘Conference Document 1 – Draft Agenda Overview’ has been prepared and can be viewed on As per the RoP Rule 2, Member Organizations are invited to give input by 23 February 2021 for major agenda items covered through RoP Rule 6.1.d, and by 23 March 2021 for general agenda items.
