Dr João Armando Gonçalves has been a highly active supporter of Scouting for more than forty years, sharing his love of Scouting, its method, his unfailing belief in young people with his professional skills of strategic planning and civil engineering. João Armando Gonçalves has been involved in supporting Scouting - making significant impact for the past 15 years at region and world levels.
There can be no doubt that João’s services are outstanding. At a personal level, and especially at all times during his three years as World Scout Committee Chair, he has shown dedication and determination to Scouting to achieve the best outcomes possible. He has done this being sensitive to the needs of others- especially those from different cultures or those not fully articulate in the language being used. Complex issues that he significantly contributed to through his leadership included the resignation of a Secretary General; the appointment of a new Secretary General; the transfer of responsibilities from Geneva to Kuala Lumpur office; the negotiated MOU with the World Scout Foundation; the staging of the 1st and 2nd Scout Education Conferences and implementation of the Messengers of Peace initiative.
His outstanding leadership is best reflected through the exemplary results achieved from the implementation of the new strategy “Triennium Plan 2014-2017” which he led personally. This included the outcomes associated with the strengthening of our Unity while respecting our Diversity, the consolidation of our Educational profile, increasing the level of transparency in our Governance, and innovation in our processes and systems. He also modelled the importance of operating in a constructive and positive way, involving all, regardless of their origin, age, or gender.
His drive to ensure the 2nd World Scout Educational Congress occurred emphasizes the importance of having education at the center of World Scouting and pushing for a constant collaboration and support between NSOs and WOSM. His goal has always centered on serving NSOs in the most optimized way by providing them the necessary tools and guidelines to let them spread and grow Scouting and enhance the quality of its youth program, working towards Vision 2023.
João’s operating style is outstanding. He recognised the need to have quality time to take informed decisions and to support their implementation. Despite his hectic schedule and lifestyle as a husband, father and professor, he was an excellent role model in living by this principle of having quality time. He provided timely guidance to our Organization, to nurture those relationships with Regional Scout Committees, support offices, NSOs, NSAs and other relevant partners. He is a transformational leader, a global motivator, an inspirational leader who often speaks passionately about our belonging to an extraordinary world family, which increases Scouting’s power for transforming the communities in which we live.
Dr João Armando Gonçalves, in all aspects of his life he has demonstrated his high commitment to Scouting ethics and values, and his adherence to the Scout Promise and Law.
