In mid-2017 Scouts of Namibia kicked off a year-long effort to revamp its existing Youth Programme in order to ensure its relevancy/viability for contemporary Namibian youth. Thus far the Messengers of Peace-funded project has consisted of two workshops (22-25/06/17 and 17-19/11/17) held in the greater Windhoek area. The workshops were attended by a diverse line-up of participants who represented a cross-section of national and regional structures and featured the involvement of several youth.

The first workshop was led by Youth Programme Manager Jonathan Omondi from the World Scout Bureau’s Africa Support Centre, while the second was led by SoN Chief Scout Jim Kastelic.

OUTPUTS FROM THE WORKSHOPS: (1) analysis of youth needs and challenges in Namibia, (2) updating of SoN’s Educational Proposal, (3) review and revision of SoN’s educational objectives for each of the Cub, Scout and Rover sections, (4) review and revision of SoN’s curricula for the Cub and Scout sections, (5) development of anew advancement framework for the Rover Section which heretofore never existed, (6) creation of new symbolic frameworks for both the Scout and Rover sections, (7) discussion of the training patterns and methods needed to deliver the revamped Youth Programme, and (8) formulation of ideas on Youth Programme materials and aids.

Additionally, the revised Cub and Scout advancement curricula were introduced at 13 different Scout Groups in April 2018 to field test their attractiveness and effectiveness. This activity will be concluded/evaluated in July 2018.

YOUTH INVOLVEMENT – Both the new framework and the proposed symbolic framework (“Paddle Your Own Canoe”) for the Rover Section were presented to the National Youth Forum in May 2018 for its review and approval.

It is envisaged that the revamped Youth Programme will attract and enable young Namibians – male and female, from all demographic backgrounds and in increasing numbers – to acquire knowledge, skills and attitudes to develop themselves into good citizens and to identify and effectively address the challenges that currently exist in Namibian society and the world at large.
