NSO Gathering on WOSM Governance

As had been announced in Circular 39/2007 dated 19 December 2007, the World Scout Committee (WSC) organised a series of meetings on the governance of WOSM from 15-17 February 2008. The purpose of the gathering, which was open to all National Scout Organizations (NSOs), was to help resolve outstanding issues, build a broad consensus and develop perspectives for future action up to the World Scout Conference in Korea in July 2008 and beyond, particularly in the area of governance.

Representatives of 41 NSOs gathered at Jambville, near Paris. Participants reviewed what had taken place since last October and had the opportunity to ask questions and express their views and feelings about these recent developments. Eight members of the WSC members were also present; they took note of what was said and will make a report to the next WSC meeting at the end of February, which will be the first opportunity the Committee as a whole will have to discuss these matters face to face since the extraordinary meeting of WSC in Cairo, Egypt, last November.

The gathering also heard updates on plans for the World Scout Conference in Korea, including changes being made to the programme and agenda of this Conference compared to those held in the past in response to feedback following the Conference in Tunisia in 2005. Updates were also given on the work of the Membership Development task force and the Registration Fee task force.

The WSC also took the opportunity provided by this gathering to gather reactions from the participating NSOs to the report of the Governance Review Task Force which has been distributed to NSOs. Considerable time was spent discussing the report and its recommendations both in both plenary and small group discussions. The WSC will also take into consideration this feedback and the ideas that were put forward when it considers the report at its forthcoming meeting, all with a view to bringing forward to the World Scout Conference in Korea the best possible proposals for the future.

NSOs will of course be informed as soon as possible following the WSC meeting of the outcomes of the committee's deliberations.
