The plan of action for the adult area emanated from the 5th Strategic Priority of the Scout Movement (Volunteers in Scouting), reaffirmed at the 39th World Scout Conference, which aimed at redefining the concept of volunteering as applied to Scouting and reviewing policies and practices to help National Scout Organizations (NSOs) recruit and retain a new group of adults in Scouting.

The Africa Scout Committee and the World Scout Bureau have come up with this strategy to propel Africa Scouting towards effectiveness and sustainability. This is building on the gains of the Africa Ten Year Development plan 2001 - 2011 and considering the four priority areas emanating from the 39th World Scout Conference resolution of Youth for Change, 21st Century Leadership, Global Support and Our Strategic Path.
