World Scout Committee's decision with regard to the status of the Association Agreement between FEE and FCEG
The Federación de Escultismo en España (FEE) and Federació Catalana d’Escoltisme i Guiatge (FCEG) have engaged over the past period in a dialogue to find a new way forward to govern their relationship. While the European Scout Region offered its support to enable both parties to resolve the issues that impacted their collaboration in the past, WOSM deeply regrets that no successful outcome was achieved. The dialogue process came to an end in April 2021 without a solution.
FEE advised FCEG and WOSM in July 2021 that their National Board had decided that the Association Agreement with FCEG is no longer valid and they are no longer compelled by its content. The Association Agreement provided, since 2004, a framework between FEE and FCEG, including representation at WOSM statutory bodies such as the World and Regional Scout Conference.
The European Scout Committee, noting that the Association Agreement is not fulfilling its purpose for both parties, recommended the World Scout Committee (WSC) to consider the agreement in a state of suspension for one year in addition to a number of transitional measures to encourage both parties to engage in dialogue over the next period.
At its meeting on 23 August 2021, the WSC approved the recommendations by the European Scout Committee. As an overriding principle, the WSC is guided by the concern to ensure the Unity of the Movement for the benefit of all young people in Spain. While the measures decided are temporary in nature for one year, WOSM reiterates its full commitment to support a dialogue between the parties, and expresses its hope that they will collaborate towards a successful resolution.
WOSM, through the European Scout Committee, reiterates its commitment to support FEE and FCEG to find a new governance context that ensures the Unity of the Movement for the benefit of all young people in Spain.
