Libyan Scouts played a very efficient role at national level during the recent revolution events that has affected the country. During the revolution, Scouts were active in offering first-aid and care for the wounded and provided many community services to the people ranging from simple support such as provision of food, to the extent of digging graves to bury the large number of martyrs. With the revolution coming to an end, and the focus now turning towards re-building the country, the Scout leaders of Libya found it of grave importance to hold a national level meeting for Scout leaders (women and men) along with the Libyan pioneers of the Movement in order to emphasise the spirit of national reconciliation, unity and national cohesion as the country starts in a new era of freedom.

The organisers succeeded in gathering about 650 Scout Leaders nationally representing 22 Libyan governorates from 5th to 10th October 2012 at the Training Centre for Scouts & Girl Guides (Godayem) in Tripoli – the capital of Libya. Participating Scout Leaders represented all age sections in Scouting, and were joined by Scout Commissioners from the areas of community development, media, finance, strategic planning and Executive Commissioner from Libyan Scouting.

The programme of the gathering brought together a number of important topics including: the national reconciliation and its importance, the concept of citizenship, regulations currently in force within the country, and subjects related to Scouting in the country, such as quality of Scouting, communications and the development of relations & partnerships, problem-solving, decision-making and crisis management. Other relevant Scout topics that were discussed were the role and functions of the Executive Commissioner, containment and engagement, documentary courses, the profile of the Scout Movement, planning and management of projects and resource mobilisation and development.

A very special and distinguished opening ceremony for the event took place reminding the attendees of the spirit of the Scout Movement and to inspire them. The ceremony was attended by a number of key people including the Minister of Youth and Sports, Minister of martyrs, Chairman of the Arab Regional Committee, Regional Director and other Directors from the World Scout Bureau - Arab Regional Office and the President & members of the Libyan Scout Movement.

In the closing ceremony, which also marked the celebrations of the Libyan National Day, all the participants expressed their adherence to the spirit of Scouting and its traditions, committing themselves to the unity of the homeland and its development. As a follow up to this event, it has been planned that Leaders from the Scouts and Girl Guides organisations in Libya would organise two more gatherings taking the support of the pioneers of the Scout Movement in the country with their historical knowledge, background and expertise being offered to the new leadership.
