This is to bring to the attention of our National Scout Organizations the following provisions of the Asia-Pacific Regional Constitution & By-Laws governing constitutional proposals from member Scout Organizations on amendments to the Constitution & By-Laws to be presented at the 27th Asia-Pacific Regional Scout Conference in Taipei, Taiwan on 15-20 February 2022.


Constitution & By-Laws

Chapter VI, Article XII – Amendments to the Constitution & By-Laws (Page 16) which reads as:


“This Constitution & By-Laws may be amended by two-third majority vote of those Member Organizations present and voting.

The Regional Office shall solicit from Member Organizations any proposed amendments nine months before the opening date of the Conference.

Texts of the proposed amendments must be received by the Regional Office six months before the opening date of the Conference and circulated to all Member Organizations at least three months in advance of the opening date of the Conference.

Amendments so carried shall become effective upon approval by the World Scout Committee.”


Should your Scout Organization desire to propose amendments to the Constitution & By-Laws of the World Organization of the Scout Movement-Asia-Pacific Region, the draft text shall be submitted to the Regional Support Centre not later than 15 August 2021.

For your ready reference, we have attached here a copy of the present APR Constitution & By-Laws.

All such proposals will be presented to the Conference for its decision. For your information, please find attached the following:

1. Amendments to the APR Constitution & By-Laws proposed and accepted by the Regional Scout Committee in its virtual meeting in April 2021
