WOSM Quality Standard

WOSM is committed to ensure each of its Member Organisations reaches a level of governance up to international standards. We do this primarily by supporting and strengthening the capacity of 169 recognized National Scout Organizations (NSOs) with regard to Good Governance principles, a qualitative Youth Programme and well-focused Adults Management System.
To achieve this, the Global Support System and Global Support Assessment Tool were developed and are now being roll-out across the Movement since 2012.

Global Support System
The aim of the Global Support System is to enable all National Scout Organisations to readily acquire expert resources from other NSOs without having to engage in a costly process. All NSOs can offer their experts in different fields to this system, which creates a large pool of available resources. The Global Support System also allows the exchange of project data and provides ways to evaluate the NSO’s most critical areas and assists the World Scout Bureau Support Centres in providing the necessary support.

In this context, a process was implemented, built on the principles of continuous improvement, based on which: (1) NSOs can assess their performance against international best practices and identify their areas for improvement. Based on the outcomes of their assessment, (2) NSOs can get support to prioritize an action plan with concrete objectives and measurable results and when required identify the support required (3). All this would be monitored regularly and shared on the GS web platform to tell the Story and inspire other NSOs (4).

The Global Support Assessment Tool (GSAT)

The Global Support Assessment Tool is a Quality Standard owned by the World Organization of the Scout Movement (WOSM) that assesses compliance of a National Scout Organization (NSO) towards international best practices in Good Governance and Quality Scouting.

This Standard was developed in collaboration with SGS (Société Générale de Surveillance), the world’s leading inspection, verification, testing and certification company with a well-proven track record in NGO audits. It is based on a consolidation of requirements that are specific to the Scout Movement, and on Best Management Good Governance Best Practices captured from the SGS NGO Benchmarking Standard.

The purpose of the GSAT Standard is to serve as a reference of Best Practices for NSOs, and its application will enable NSOs to assess their strengths and weaknesses and, as an outcome, to improve their accountability to stakeholders.

Objectives of the Global Support Assessment Tool:

  • Provide a common cross-regional assessment that measures compliance with Good Governance principles & Quality Scouting across the globe.
  • Support the NSOs to address their capacity issues and set their priorities.
  • Promote synergies between NSOs.
  • Make certification possible through a third party, if desired by the NSO.
  • Sharpen the support given by WOSM (at World and Regional levels) towards its NSOs, based on the specific identified needs & trends.
  • Provide input to further support strategies of WOSM.
Versions of the Global Support Assessment Tool

The Global Support Assessment Tool is available in three different ways:

  • The GSAT Self-Assessment Conducted by the NSO or facilitated by a WOSM volunteer trained as “GSAT Facilitator” appointed by the Regions. This version allows NSOs to use the tool on their own, to evaluate internally the performance of their organisation vis-à-vis international best practices. The evaluation can either focus on all 10 Dimensions of the GSAT, or a selection of dimensions depending on the needs of the NSO.

  • The WOSM Global Support Assessment Conducted by a WOSM volunteers trained as “Internal Assessors”, appointed by the Regions and who have been certified under the ISO 19011 Auditing Standard. This version allows a Region to use GSAT to support NSOs that are looking for an external perspective but are not yet ready for a GSAT 3rd Party Assessment. It is therefore, a “friendly” midway between the self-assessment and the GSAT 3rd Party Assessment.


  • The GSAT Third party assessment Conducted by SGS (Société Générale de Surveillance), a certification company contracted by WOSM which supported the development of the Quality Standard. This is the original format that was offered at the beginning and for which facilitators were trained. A successful audit, which reaches the pre-defined level of compliance, leads to a certification.
