At the World Scout Conference last year, Member Organizations requested, through resolution 2017-14, that the World Scout Committee initiate work on developing clear guidelines for World Scout Event bids.

In preparation of the next round of bidding which will be launched in June 2018, the World Scout Committee, at its meeting in April 2018, agreed on a comprehensive Code of Conduct for bidders. National Scout Organizations (NSOs) or alliances of NSOs which are considering a bid for future World Scout Events should take careful note of this Code, and ensure that their members and partners are aware of the behaviours and actions that the Code requires.
