Bronze Wolf - Ian Langford-Brown

For the last fifty years, Ian Langford-Brown has been involved in supporting, sharing and developing his professional skills of management, accountancy, risk assessment and transparency. In all aspects of his work he has demonstrated diligence, devotion, distinction and living by the Scout Promise and Law.

He was a Queen’s Scout as a youth member and has held leadership positions at all levels in Scouts Australia. He has been the Treasurer and then Chairman of Scouts Australia. Ian is currently a member of the National Council of Scouts Australia and accepted the role of Acting Treasurer while a new member is approached.

From 2005 to 2008 Ian was Vice Chair of the Asia Pacific Region Financial Resources Sub Committee where he was heavily involved in the operations of the sub Committee and especially in the development and production of resource booklets including, ’Handbook of Financial Resource Management Development’, ‘Financial Management at Group level’ and ‘Guidelines for the Protection of Intellectual Property’ as well as support mechanisms such as a ‘Checklist for Treasurers and Accountant Signatories’, to build the capacity in NSOs in financial management. These resources have been used in other regions.

In August 2009 he was appointed the Internal Auditor of the World Scout Bureau a position he held until early in 2016. In this role he visited the six Regional Support Offices and the Head Office of the World Scout Bureau, on a rotational basis, and advised, reviewed and reported on a range of operational issues including accounting functions, internal controls, insurance, work place health and safety, human resources, risk management, and certain areas of information technology. He has strengthened the capacity of region support offices through his mentoring of staff, his encouragement of networking across and between region offices and key personnel. Ian has shown dedication and determination to achieve the best outcomes possible through an open and transparent processes.

He is known as a caring person who was always interested in the general well-being of others in the offices. The staff consider he went well beyond what was previously expected of an internal auditor and has been prepared and managed tasks with great decorum to ensure meaningful outcomes. Ian has executed these responsibilities with effectiveness, style, patience and tolerance, at times under physical stress and difficulties.

In 2011 he was appointed one of two Chief Risk Management Officers for the World Scout Bureau, which involved the creation and development of a Risk Management profile, including a Risk Register, for the World Scout Bureau and its six Regional Offices. His work on safeguarding intellectual property of Scouting, has been significant within the Asia Pacific where there was little awareness.

Ian has attended a number of Asia- Pacific Region Conferences, and workshops including APR Leader Summits and a World Scout Conference. In 2009 he received the National President’s Award from Scouts Australia. In 2016 he received the Chairman’s Medal from the Asia Pacific Region for distinguished service to the Region for his role as auditor for eight years.
