Going National on Programme?
Youth Programme is the “core business” of Scouting
It is at local level that the most important action takes place; there, each young person is provided with a learning environment (activities, procedures, traditions, structures, atmosphere…) that enhances his/her full development.
Leaders working at local level, organising activities and providing structures, atmosphere and education, impart the essence of Scouting to young people. But these leaders look at the Youth Programme from a different angle than those who work at national level. Working at national level involves different tasks and requires that issues be approached from a different perspective. This Euro.Scout.Doc looks at how best to do this and still have a significant influence on the work done on a local level.
