1. THEME OF THE CONFERENCE
The World Scout Committee has decided that the Conference will focus on the future of Movement, with an emphasis on Scouting's cause, the Strategy for Scouting and the governance of WOSM. The official theme chosen by the World Scout Committee at its September 2009 meeting is "Leaders of Innovation".

2. PROGRAMME & AGENDA
The agenda of the Conference is still being prepared and will be circulated to all National Scout Organizations well in advance of the Conference.
The programme will include, among many other elements, reports from the World Scout Committee including the work achieved during the current triennium and projects for the future, discussions of major topics and proposals on the agenda in plenary and in working groups, elections to the World Scout Committee and selection of Host Organizations of future World Scout Events. There will also be time for NSOs to meet in Regional groups and as national delegations. The Host Committee is preparing several social activities which will complement the programme.

3. WORKING METHODS
The working methods used during the last World Scout Conference in Korea were designed to:

• give more time to the Regions,
• streamline the agenda business items,
• create opportunities for participants to share with and learn from each other through interactive methods,
• ease the Resolutions process.

The elements that were well received will be retained for this Conference. Where working methods can be further improved, new approaches will be tried. The programme will include time for Regional meetings at the beginning and end of the week, a streamlined business agenda, longer discussion sessions on the items of importance and a different approach to ease the processes on constitutional amendments and Conference resolutions.

The working methods will facilitate a process to enable a clear vision for Scouting in the medium to long term and some specific goals to be achieved in the next triennium.

4. THE CONFERENCE VENUE
The Conference will be held at the Estação Embratel Convention Centre, which is located in downtown Curitiba, 25 minutes drive from Curitiba International Airport. It offers vast multi- purpose convention halls for meetings and exhibitions. Estação Embratel Convention Centre can provide all the support necessary to hold a conference such as ours.

5. ACCOMMODATION
Accommodation for participants is being offered in three categories of hotels at reasonable distance from the Conference venue. There are a good number of rooms available in each category, and the rates obtained by the Host Committee are extremely attractive.

6. GETTING TO AND FROM THE CONFERENCE VENUE
Several hotels are located a short walking distance from the Conference venue. Shuttle buses will be arranged between the Conference venue and the other hotels.

7. CONFERENCE FEE
The Conference fee for delegates and observers covers conference facilities, all official documentation, lunches from Monday to Friday, coffee breaks, opening dinner and farewell banquet, social activities and special events organized by our Brazilian hosts, as well as transport from Curitiba International Airport to the hotels and back, to programme events and to and from the Conference venue.

The Conference registration fee is the same as that for the 38 th World Scout Conference in Korea in 2008. It varies between Euros 435 and Euros 670.

It is also adapted for participants below 26 years old and is between Euros 400 and Euros 605

In response to Conference Resolution 6/02 adopted in 2002 in Thessaloniki, a particularly attractive combined "Forum + Conference" fee is proposed for participants below 26 years old attending both events. It varies from Euros 425 to Euros 750.

8. DELEGATES AND OBSERVERS
According to the terms of Article VIII (2) of the WOSM Constitution, each Member Organization can designate a maximum of six (6) delegates. Only individuals who are members of WOSM can be delegates at the World Scout Conference.

Attention of National Scout Organizations is drawn to Resolution 6/02 adopted by the 2002 Conference in Thessaloniki which "urges each national Scout association to ensure an equitable representation of young men and women under the age of thirty ... in the delegations to Regional and World Conferences...".

Member Organizations can also designate authorized observers to attend the Conference.

9. PARTICIPATION OF YOUNG ADULTS
Resolutions 15/88, 12/90, 2/93, 7/93, 10/93, 4/96, 6/02 and 11/05 adopted respectively by the 31st, 32nd, 33rd, 34th, 36th and 37th World Conferences encourage Member Organizations to include young adults in their delegations.

This is facilitated because:

The 11th World Scout Youth Forum will take place at the Viena Park Hotel, in Blumenau, just a few days before the Conference, and because the World Scout Committee in November 1994 adopted the principle of:

i) a reduced conference fee for young adults below 26 years of age attending only the World Scout Conference,
ii) a specially attractive combined "Conference + Forum" fee for young adults below 26 attending both events.

10. ACCOMPANYING PERSONS’ PROGRAMME
The Host Committee is organizing a special programme during the Conference for persons accompanying delegates and observers.
The programme will give the participants the opportunity to discover Curitiba and Brazilian culture, history and traditions.

11. PRE AND POST CONFERENCE TOURS
In addition, the Host Committee will propose tourist programmes for pre and post conference tours. More information will be provided in a later circular.

12. GETTING TO CURITIBA
Participants flying to Curitiba through São Paulo will be assisted for the transfer between São Paulo, Guarulhos International airport and São Paulo Congonhas airport from where many of the flights to Curitiba International airport depart. There are over 100 daily domestic flights from many different locations throughout Brazil and 3 flights from 3 international routes to/from Curitiba which is about 45 minutes flying time from São Paulo.
Whether flying to Curitiba directly or through São Paulo, participants will be welcomed by the Host Committee upon arrival at São Paulo and Curitiba International Airport and will be transferred by bus to the Conference hotels.
Estação Embratel Convention Centre is about 25 minutes drive from Curitiba International Airport.
