Terms of Reference

Terms of Reference governing the "Asia-Pacific Regional Award for Distinguished Service" to International Scouting

1.The ASIA-PACIFIC REGIONAL AWARD FOR DISTINGUISHED SERVICE to International Scouting is awarded at the sole discretion of the Asia-Pacific Regional Scout Committee subject to the following conditions:

a) The Asia-Pacific Regional Scout Committee (hereinafter called, the Regional Committee) shall base its award on the recommendations placed before it by the Awards Committee. The standing practice of the Regional Committee is to consider the recommendations of the Awards Committee en bloc without any detailed discussion of these or the personalities concerned.

b) The award is made solely for distinguished and outstanding leadership and/or exceptional service to the Scout Movement on an international basis for a period of at least 10 years. The Awards Committee shall seek to recognize outstanding men and women whose work and services have contributed effectively to the progress of Scouting not only in his/her own country but to several other countries and/or the Asia-Pacific Region as well.

c) The awards will be made only to persons who have distinguished themselves in the service of Scouting through one or more of the following;

  • The Asia-Pacific Regional Scout Conference
  • The Asia-Pacific Regional Scout Committee
  • The Asia-Pacific Regional Office of the World Scout Bureau
  • National Scout organizations that are members of the Asia- Pacific Region and/or the World Scout Conference
  • The World Scout Bureau
  • The World Scout Committee
  • International Development Agency

d) The Award will be presented where possible at a Regional event or on occasion when the Chairman is visiting the awardees’ NSO. As a matter of courtesy each NSO should be advised in writing prior to the award being presented. Approval from the NSO is not required as the award is for service to the Asia Pacific region.

e) The Award is open to all adults in scouting who have given distinguished and outstanding service to Scouting on an international basis and are recipients of APR Chairman's award at least 3 years back.

f) Recommendation should be made to the Awards committee at least one (1) month before the award will be presented.

g) The award shall not be given to more than one person from a given member- country during one-year period.

h) The Awards committee shall write, in confidence, to the past and present members of the Asia-Pacific Regional Scout Committee, to the Chairmen of the regional sub-committees and to the key national leaders of national Scout organizations in order to seek appropriate and worthy nominations.

2. In making its recommendations, the Award Committee shall, as far as possible, consider the following:
a) The outstanding service given by the individual to World Scouting or to the Asia-Pacific Scout Region in particular, as well as to international Scouting and national Scouting beyond his/her own country.

b) Some geographical spread of the awards is desirable.

c) Consideration should be given to active leaders at the peak of their Scouting service in order to avoid a situation whereby the award is presented to awardees at the end of his/her scouting.

d) The members of the current Regional Committee shall not be eligible to receive the award.

3. The title of the award will be “ ASIA-PACIFIC REGIONAL AWARD FOR DISTINGUISHED SERVICE”.

4. THE AWARD

a) The ASIA-PACIFIC REGIONAL AWARD FOR DISTINGUISHED SERVICE to International Scouting is worn suspended around the neck on a red and green ribbon 5 centimeters in width. The medallion design shall incorporate the Asia-Pacific Regional emblem surrounded by the cross laurels.

b) The award is accompanied by a parchment-certificate bearing the name of the recipient and a citation outlining the services of the recipient to the Scout Movement.

c) When the actual award is not being worn, the holders may wear the approved special emblem above the uniform pocket, subject to the rules of their National Scout organization. The emblem consists of an embroidered ribbon, similar in color to the award ribbons with the World Scout badge super- imposed on the center. The size of the emblem will be 2 cm. x 5.5 cm including boarder.

d) The award will be presented to the awardees by the current Chairman or nominated representative.

e) In case of death of the Scout/Scout Leader, posthumous award be presented/passed on to the members of the family.
