United Nations Secretary General's Study on Violence Against Children

A child's right to protection from all forms of violence was the catalyst for the launch of the United Nations Secretary General's Study on Violence Against Children. In 2000 and 2001, the Committee for the Rights of the Child discussed the issue of violence against children and recommended that the General Assembly request that the Secretary-General conduct a comprehensive, international study on this theme.

Later in 2001, the General Assembly supported the Committee's position by giving the Secretary-General a mandate to begin “an in-depth study on the question of violence against children.” In response, the Secretary-General appointed Paulo Sérgio Pinheiro to lead the study and coordinate the efforts already undertaken by OHCHR, UNICEF and WHO.

The objectives of the study are:

  • Assert the right of all children to protection from all forms of violence and the need for effective human rights mechanisms and legal frameworks at international, regional and national levels to promote and safeguard this right.
  • Draw attention to the scale and nature of violence against children, especially less visible forms, through the United Nations General Assembly, and other international, national, and sub-national mechanisms
  • Motivate States to fulfill their obligations to protect children and make commitments with regard to prevention, intervention and recovery related to violence against children
  • Expand and activate dynamic and effective networks and partnerships directed at the elimination of violence against children, at international, national and local levels
  • Expand dynamic key networks and processes to support and partner with States to respond to the situation of violence against children

The findings of this study will give an in depth picture of violence, in all its forms, against children, throughout the world. Causes and risk/protective factors associated with violence against children will be investigated and made the basis of prevention strategies. In addition, the study will yield recommendations for policies and programmes regarding prevention and response to violence against children.

On 11 October 2006, the results of the study will be presented in New York by the Secretary-General and the three heads of WHO, OHCHR and UNICEF.
