WOSM leaders Mr. Mario Diaz Martinez, Vice-Chairman of the World Scout Committee, Mr. Luc Panissod, Secretary General of the World Organization of the Scout Movement, Mr. Bagrat Yesayan, Chairman of the Eurasia Regional Scout Committee, Mr. Craig Turpie, Chairman of the Europe Regional Scout Committee, and Mr. David Mckee, World Scout Bureau - Regional Director,participated in this meeting. More than 20 delegates of National Scout Organizations from Poland, Romania, Italy, France, Great Britain, Spain, Austria, Denmark, Sweden, Norway, Finland, Lithuania, Georgia, Azerbaijan, Armenia, Moldova, Russia, Byelorussia, Kazakhstan, and Tadzhikistan also were convened to the Capital of Ukraine. Ukrainian delegation on this conference was represented by Bohdan Havrylyshyn, member of the National Council of National Organization of Scouts of Ukraine.

A la suite de processus totalement ouverts menés en collaboration avec le Comité Régional Scout Eurasie et en plein accord avec ces derniers, le Serétaire Général de l'OMMS, M. Luc Panissod est heureux de vous informer qu'il a nommé: M. Iurie Emilian, de Moldavie, au poste de Directeur Régional du Bureau Mondial du Scoutisme, Bureau Régional Eurasie.

Iurie est âgé de 44 ans, marié et père de deux enfants. Il possède un diplôme universitaire en pédagogie de l'Académie des Arts à Chisinau et un diplôme de chef d'orchestre. Iurie a acquis une expertise professionnelle de haut niveau notamment dans les services publiques moldaves de la jeunesse et dans le gouvernement. De 1988 à 2002, il a été le Directeur du Centre pour la Jeunesse des Arts et de la Culture de Chisinau, la capitale de Moldavie, le Chef du Département de la Politique de la Jeunesse au Ministère de la Jeunesse, des Sports et du Tourisme, ainsi que le Premier Conseiller d'Etat de la Chancellerie d'Etat au Gouvernement de la République de Modalvie. Iurie a aussi sa propre entreprise privé depuis 2002.

I first learned about Kandersteg International Scout Centre (KISC) in the Eurasia Regional Office, Crimea, Ukraine. I was the participant of the Eurasia Regional Training Course "Excelscout-06" in Krasnokamenka, 16 - 23 August 2008. As a result of participating in the Course, I got an opportunity to apply to Kandersteg International Scout Centre as a member of the voluntary staff team. I was very glad to get a chance to live for 3 months in the International Scout atmosphere and to work at the famous Scout Centre in Switzerland.

With the support of the Eurasia Regional Office, I sent an application for Short Term Staff at KISC. Alexander S. Bondar, Eurasia Office Director, wrote the recommendation for my application.
