A new Regional Director for the World Scout Bureau, Africa Regional Office
Geneva, World Scout Bureau, 14 July 2006 - In agreement with the Africa Regional Scout Committee, Dr Eduardo Missoni, Secretary General of the World Organization of the Scout Movement, has appointed Mrs Rubina Marivonne Haroon, 44, from Seychelles as the new Regional Director for the World Scout Bureau - Africa Regional Office.
Holding a BA in International Relations, Rubina has worked in the Horn of Africa for the past 14 years. She comes to the World Scout Bureau from the UNDP Kenya country office where she has been the Senior Assistant Resident Representative and Head of the Strategic Outreach Unit since 2004. Prior to joining UNDP in Kenya, Rubina spent 12 years working in Somalia with both the UN and the European Commission Humanitarian Office (ECHO).
Having spent the past 14 years working directly within the international community Rubina has developed a skill set which will reinforce the requirements of the position of Regional Director. These involve the ability to analyse and solve complex challenges both in operational terms and in political contexts, linking credibility and accountability to work planning, staff competency, team building and reporting.
Throughout her career, Rubina has developed and maintained a strong network both regionally and internationally focusing on resource mobilisation, human resource management, and programme/project development. With 6 years experience as a technical advisor for the European Union, and the past 8 years working in senior positions within the United Nations, Rubina is aware of, and familiar with the operational opportunities and limitations, administrative requirements, and regulatory frameworks of both governmental and non-governmental organisations.
Rubina has that hard-to-find quality balancing an understanding of field conditions with programme management challenges based on practical experience. An effusive personality, Rubina is a value-driven person, which her 12 years humanitarian work and commitment to Somalia demonstrates. She definitely has the Scouting spirit.
