If Scouting is to support the development of young people from adolescence into adulthood so that they can play a constructive role in society, the final age-section should provide a quality experience for young people that are relevant to their lives. The 23rd APR Scout Conference endorsed “Young People” as a strategic priority area for the region. This strategic priority, among others, assists national Scout organizations in commencing or continuing regular youth programme review to improve the quality of Youth Programme, with emphasis on strengthening the Rover programme. One of the objectives of this strategic priority is "to assist national Scout organizations in developing a challenging and relevant Rover programme.” Therefore, we urge all NSOs to give due emphasis to this section in this triennium, initially by instituting a proper PROGRAMME for this section, which is currently missing in some NSOs.
