A democratic process of consultation throughout Africa produced a Ten-Year Development Plan for Scouting in Africa. It was adopted by the 11th Africa Scout Conference in Gabon, 2001. It is designed to help Scouting address real problems in Africa by:

• Providing a framework to analyse and evaluate the situation of Scouting in each African country today; identify obstacles to growth; formulate plans and obtain resources for sustainable development.

• Mobilising the required resources to develop strong, self-sustaining and democratic National Scout Organizations.

Top priorities
The Ten-Year Development Plan proposes specific action in key areas:

• To ensure that an attractive and relevant Youth Programme is offered to young people.

• To attract, train, and retain motivated adults, male and female, who can provide the leadership and environment in which young people can develop using the Scout Method. At the same time, to provide a growth experience for the adult leader.

• To identify resources to strengthen organization and management structures at all levels

• To make better Scouting available to substantially more young people in Africa.

From local to global
The 10-year Plan is a grass-roots Africa initiative, but its vision is global, calling on the support from Scouts and institutions around the world.
Spread over 10 years, the cost of all parts of the plan is US$10 million.
It is estimated that at least 20 million African youth will benefit. Some will become Scouts, others will benefit from the projects initiated by Scouts. Every year, a large and growing pool of young people will be prepared for responsible adulthood, equipped to support themselves, and able to make an impact on the society in which they live.
This Plan builds on the unique relationship and network of dedicated volunteers within the World Scout Movement, but it also seeks institutional sponsors willing to help Scouting in Africa make major steps forward, and make a difference.
