Youth of the World web-site launched - this is a programme offered to dynamic young people between 15-26 years old who wish to dedicate some of their time and efforts for the welfare of their community & world issues, e.g. Sustainable development, Environment, Peace, to play an active role in making a difference.

Active Citizenship Programme in Brazil - A programme for young people at risk in the Sao Paulo region of Brazil has been set up. This programme in active citizenship is funded by the government and run by the Scouts in partnership with other non-governmental organizations. The project aims to empower young people and volunteers in Scouting and in the community. The key method is the development of social projects which meet the needs of the local community and contribute to the development of society.

Scouts of the World Technical Commission meets - The first meeting of the Scouts of the World Technical Commission was held in Geneva from 11-14 November 2004. During the meeting the focus was on the preparation of the general information of the Scouts of the World Programme, and the SW Discovery modules on Peace, Development and Environment, as well the plan of promotion and implementation of the programme within the NSOs. The participants at this meeting were: Dominique Benard, Deputy Secretary General of WOSM; Andres Morales, Educational Methods, Research & Development, World Scout Bureau; Daniela Rivera, Argentina; Mark Sheppard, Australia; Matt Franzke, Kandersteg International Scout Centre; Claire Petihomme, France; Hakki Camur, Turkey.

Programme development for the last age section in Europe - Given the serious decline in membership, the European Scout Conference identified the need to development of a new programme framework for the last age section. Key elements of the programme include opportunities for inter-cultural learning, the motivation to take on service projects and the opportunity to develop the skills for European citizenship. In order to ensure there is real involvement of young people in the process, a series of study sessions organised by National Scout Organisations in conjunction with the Region are planned. This will be followed up by a meeting of Rovers and leaders and an internet forum.
