Geneva, 3 April 2008 - Youth are a powerful resource for development and are critical actors in the realisation of the Millennium Development Goals. This was one of the key messages of the World Youth Report 2007, which was presented in Geneva on 3 April 2008 at an event hosted by the CONGO Committee of Youth NGOs which is currently chaired by the World Organization of the Scout Movement (WOSM). The event was also attended by representatives of international youth organisations and UN agencies.

The Alcoa Foundation and the World Organization for Scout Movement have announced a joint program promoting sustainability awareness through a worldwide environmental educational Scouting program. The program will be initially rolled out in five European countries, and will be funded by a two-year $205,000 grant from the Alcoa Foundation. Key components of this project will be featured at the 21st World Scout Jamboree scheduled to take place in the UK from July 27 to August 8.

Scouting does not exist in isolation; it is part of the community and it needs to work in partnership with others, from individuals to organizations and institutions at local, national and world levels' (The Strategy for Scouting).

The Charter states that 'development education (including peace education) and community involvement need to be integrated into the youth programme, particularly through the progressive training scheme'. Here are some initiatives at world and national levels which support the programme aspect of the Charter.

For many young people participating in an exchange programme is a life-changing experience. Travelling to another country, sharing the day-to-day life with another group of young people and experiencing another culture are milestone events. Scouting has the opportunity to offer exchanges to young people and the challenge to make them quality and meaningful experiences.

On the other hand, capacity building in the Scout organizations should be a key dimension of partnerships, especially in the area of adult resources. This can happen through leader exchanges, leader training and volunteer services.

The World Association of Girl Guides and Girl Scouts (WAGGGS) offers girls and young women in Girl Guiding and Girl Scouting an international family.
