Training Systems Toolkit

This Toolkit is the basic support resource offered by the WOSM – European Region resulting from four workshops run by the Region between 2006 and 2008. The toolkit aims to help associations to design or renew their training systems.

The life cycles of Youth Programme and Training System become shorter all the time. Today a 10-year-old training system can already be considered outdated: the trends in Scouting and the society around it have become shorter. As the time required for designing a training system hasn’t decreased as much, more associations are currently renewing the Training System. The WOSM – European Region saw the need of associations to have a framework or process how to design the Training System.

The Toolkit is large and packed with details and some concepts and methods are perhaps new to readers. To help those who need to understand the concept but who do not need the analysis or to use it themselves, there is also the Executive Summary – a shorter version of the basic material.

The basic element of the Toolkit is material for Training Systems Renewal. This presents a possible process of training system renewal and includes advice for each phase of that process. Different practical appendices, presenting examples from associations or useful tools, are attached to this document. A very practical set of steps to be taken when designing a new training system is given on the end.

The WOSM - European Region will strive to collect experiences from national Scout associations and examples of the outcomes from use of the Toolkit. Only then will the Toolkit will be complete and serve the purpose to benefit all associations. Any tool that has proven effective in the work of a national Scout association will we a welcome addition to the Toolkit. The Region will make any effort to collect many tools and make them available, in their original form and translated for easier use. We anticipate a wide variety of tools made available to share the wide experiences of associations throughout the Region.

The WOSM - European Region has prepared a range of actions to help associations use the Toolkit:

  • Translation into different languages (the whole basic material, an extract or useful tools)
  • Workshops to promote or present the Toolkit and the process of training system renewal
  • Support for organising basic or advanced Training of Trainers
  • In-house training and facilitation
  • Coaching (special cases)
  • Connecting people working on training systems
  • Collecting tools and best practices from associations
  • Work with the Recognition Unit on standards for training, etc.

The Region is ready to welcome your needs, ideas and proposals and work in cooperation with you.
