13th Africa Scout Conference held in Kigali, Rwanda.

Under the banner « Scouting: Education for a Peaceful World United Against Violence », the 13th Africa Scout Conference was successfully held in Kigali, Rwanda. On the hillside adjacent to Nyandungu valley, La Palisse Hotel was beehive of activity. The event, that brought together nearly 150 participants, started after the Youth Forum that had just ended at the same venue. It was declared open on the evening of September 3rd 2007 at the Conference Hall of La Palisse Hotel. The colourful opening ceremony was graced by the presence of the Minister for Youth and Sport,
Mr. Joseph Habineza. Rwanda's cultural troupe 'Amarebe' added flavour to the ceremony thanks to their extraordinary moves.

There was representation from 26 African countries: Angola, Benin, Botswana, Burkina Faso, Burundi, Cameroon, Cape Verde, Côte d'Ivoire, DRC, Ethiopia, Ghana, Kenya, Liberia, Mauritius, Mozambique, Namibia, Niger, Rwanda, South Africa, Senegal, Seychelles, Swaziland, Tanzania, Togo, Uganda and Zambia.
Guest countries were 15: Japan, Sweden, Canada, United Kingdom, Denmark, Finland, Hong Kong, Singapore, Korea, France, Italy, Belgium, Argentina, Malaysia and Lithuania.

Notables at the event included among others, members of the Africa Scout Committee, representatives of Africa Scout Foundation, Dr Eduardo Missoni, WOSM Secretary General, Luc Panissod, WOSM Deputy Secretary General, Anne Whiteford, Executive Director of Education, Research and Development at the World Scout Bureau in Geneva. There was also Derek Pollard from WOSM Constitution committee, David Bull from WOSM Global Governance Review Task Force, Anna Puibello and Phillipe Da Costa from World Scout committee, Ms. Marie Paule of World Association of Girl Scouts and Girl Guides, Hendrik Soderman of European Scout committee, John Neysmith of Inter America Regional Committee, and Eric Khoo who is the chairman of the Asia Pacific Scout Committee.

Among the presentations that were made include: Scouting's Strategy by Anne Whiteford who also made a presentation on the Marrakech Charter and partnerships in Scouting. There was also a presentation on Safer Cities Programme by Dan Lewis of UN Habitat, the Guest Speaker, Derek Pollard on WOSM Constitution Committee, David Bull on WOSM Global Governance Review Task Force among others.

The reports of the Regional Director together with her Sub-Regional Managers provided satisfying answers to participants' queries. The first day also marked the first anniversary of the Regional Director in office. At the end, very important resolutions were made among others, a call to the Africa Scout Committee to appoint a Task Force made of Governance Advisors, who will work closely with NSOs in a bid to evaluate their operational effectiveness. The resolution was proposed by Namibia, seconded by Angola.

At the same occasion, new members of the Africa Scout committee were elected with Marcel Ledjou Blaguet of Côte d'Ivoire as the new chairman to the Africa Scout committee. Other committee members are:

The Africa Scout Foundation hosted a cocktail party on September 6th where new and upgrading members were recognized. The closing ceremony was on Friday the 7th September and was gladly attended by the Permanent Secretary to the Ministry of Youth and Sport. Like the opening, the event ended on a high note with presentations and gifts giving. The success of the event was a fruit of team work, dedication and courage.
