In general the problems fall into two broad areas:
1) the existence of a viable, democratic Scout organization - governed by an effective constitution - and
2) the recruitment and training of volunteer and professional leaders.
1. There is an urgent need to improve the ability of associations to equip their professional and volunteer leaders with essential management skills, and to increase their ability to obtain resources and utilize them effectively.
Building upon management material being used by Scout organizations in other parts of the world, the Regional Office will develop a manual on good management principles covering such areas as planning, protection and management of assets, registration/census of members, insurance, taxes, government relationships, etc.
2. A suitable constitution - based on the fundamental requirements of the World Organization of the Scout Movement - is an essential base for an effective national Scout organization. The Regional Office must increase its capacity to assist national organizations, where necessary, to review, update, and apply their constitutions.
Objective
To equip all professionals and volunteers with essential management skills in order to enhance their levels of mobilising resources and their ability to utilise them for maximum benefit.
Strategies
a) Rehabilitate Scout organizations in member countries which have had war or civil conflict, including Congo, Liberia, Rwanda and Sierra Leone and in potential member countries like Eritrea, Ethiopia and Somalia.
b) Conduct on–the–job training for Scouting professionals.
c) Organise Chief Commissioners workshops to equip them with essential management skills
d) Conduct national multi–purpose workshops to evaluate their management needs and assist them in working out relevant solutions.
