Presently, 42 Council of Europe member states have joined the campaign.
'All Different - All Equal': Educating for Diversity, Human Rights & Participation
"All different, All equal" is the call of the Council of Europe for Diversity, Human Rights and Participation.
In 1995 – 50 years after the end of World War II – the Council of Europe ran a European Youth Campaign entitled “All Different – All Equal” in order to reinforce the fight against racism, anti-Semitism, Xenophobia and Intolerance. Nevertheless the struggle – 10 years afterwards – still goes on. For this reason, since June 2006, the Council of Europe has reactivated the Campaign, aimed more particularly at young people.
World Scouting is a strong supporter of initiatives such as these, as it recognises the importance of educating young people to support the values of diversity, participation and human rights, and it is here that education can play a part; and it is for this reason that education needs to be at centre stage not just during the course of the campaign, but long afterwards as well, and in all parts of the world (not just Europe).
Racist attitudes, social exclusion, disempowered minorities and a lack of participation – to name just a few of those problems – are not issues that can be solved overnight, nor by a single campaign. These problems need sustained, long-term efforts which try to address basic attitudes, redress structural injustices, heal long-standing grievances, empower the socially excluded and enable properly functioning democratic mechanisms.
Through Scouting, young people have the opportunity and are encouraged to tackle these issues and work towards creating a more peaceful and tolerant world. This Campaign is being organised in partnership with the European Commission and the European Youth Forum.
