Strategic Priorities

The Regional Plan for 2004-2007 presents nine strategic priority areas as an outcome of realigning regional priorities with WOSM strategies during the Jakarta Summit in 2003. Each priority has a statement, objectives and action steps. At the summit itself, objectives were drafted, which were later reviewed and affirmed by APR sub-committees. Objectives and action steps were enhanced and expanded during the Regional Scout Conference in Brunei Darussalam.

This three-year plan presents how the planning stages evolved on three-year intervals since 1992, starting with the Asia-Pacific Regional Plan Towards 2002, which after completion, was succeeded with Vision 2013, a timeframe of 13 years, from the APR Scout Leaders Summit in Melbourne in 2000.

Time perspective for the plan spans for three years – from conference to conference – thereby, making it the working guide for regional projects and events until the 22nd Regional Scout Conference in October 2007 in Tokyo, Japan.

The plan prescribes a timeframe for measuring our progress and in assessing the impact of our work by determining how the regional objectives are positively influencing the stakeholders, most especially the young people and the adult volunteers. A support structure is presented to indicate how structures are networked and how efforts are coherent to meetour final regional vision for year 2013.

YOUTH INVOLVEMENT
This strategic priority assists National Scout Organizations in revitalising this fundamental element of our Movement which is crucial to its attractiveness and its ability to achieve its mission.

ADOLESCENTS
This strategic priority assists National Scout Organizations in responding effectively to the needs and expectations of adolescents.This will result in an increase in membership
in this age-range and enhance Scouting’s reputation as an organization which helps young people in their transition to adulthood.

GIRLS AND BOYS, WOMEN AND MEN
This strategic priority identifies the support and tools required to help National Scout Organizations offer equality of opportunity to girls and boys, women and men at all levels in Scouting. This should offer new opportunities for everyone and, through an increase in youth membership and adult leadership, result in a more even balance in the male:female ratio in associations.

VOLUNTEERS IN SCOUTING
Recognizing the maturity of the on-going Adult Resources Policy, this priority focuses on reaching out to and recruiting from a wider pool of adults, retaining existing adults while ensuring that financial disincentives do not limit volunteers.

MANAGEMENT
This strategic priority aims to assist NSOs as well as the Region to adopt a strategic approach, reviewing their structures, systems and management to enable them to be sensitive to the changing needs of society and respond quickly and effectively so as to:
* address the need for risk management
* conduct more programmes of events at sub-regional level
* increase the participation of young adults
* reverse the trend of declining membership.

FINANCIAL RESOURCES
This Priority encourages building financial capabilities to its fullest potential and effective acquisition and mobilization of resources at NSO and at regional level.

MARKETING OF SCOUTING
This strategic priority encourages National Scout Organizations to identify and respond to the needs of young people and adults, and in areas where Scouting is currently not having an impact. While reaching out to new markets, it is important to ensure that current/traditional markets do not suffer.

SCOUTING PROFILE
This strategic priority helps NSOs to achieve results in all areas of Vision 2013 by clearly identifying target audiences (both internally and externally) and using appropriate public relation and communication tools for these audiences to enhance the image and visibility of Scouting.

INFORMATION COMMUNICATION AND TECHNOLOGY
This priority recognizes the need to support the development of ICT in NSOs, the important role it plays in supporting the regional priorities and providing opportunities for networking.
